EFSA sets adequate total water intake at 2.5 L a day for men and 2.0 L for women from all sources, about 80% of it from drinks. Exercise and hot weather raise it.
How it's calculated
We start from the adequate intake (2.5 L men, 2.0 L women), take 80% as drinks because food supplies the rest, then add about half a liter per hour of exercise and half a liter for hot weather.
Do tea and coffee count?
Yes, in moderation they count toward your fluids. Pale urine is a good sign you're hydrated.
Note
People with heart or kidney conditions may need a different amount set by their doctor.
